About the project
ARISE Palm Resort is a family leisure and tourism resort along Dominic Utuk Avenue and Brooks Street in Uyo. It is being built by the Akwa Ibom State Government under Governor Pastor Umo Eno, with Bulletin Construction Company Limited as contractor.
The resort sits on about 73 hectares of land reclaimed from the Uyo to Ewet ravine, a deep gully that had cut off Etim Umanah and Udo Inwang streets in Ewet Offot and had become unsafe. The gully was first stabilised, and the land was then turned into a resort.
The resort has artificial lakes with floating bars, villas, serviced apartments, swimming pools, parks, restaurants, cafes, a 1,500-seat banquet hall with breakout rooms, exhibition space and shops. For sport and play it has a 9-hole golf course, a football pitch, tennis, basketball, volleyball, badminton and squash courts, bowling, gymnastics and yoga facilities, a roller coaster and children's playgrounds. A solar power farm, a clinic and pharmacy, a police post and a fire station support the site.
By mid 2026 the apartments and restaurants were nearing completion, and operators were set to take over finished sections from August 2026. The Governor set September 2026 as the target for commissioning, and the resort was listed among the projects lined up for commissioning by President Bola Tinubu during the state's 39th anniversary.
The resort is meant to draw local and foreign visitors, create jobs, attract private investment and support travel through Victor Attah International Airport, as part of the tourism plans of the ARISE Agenda.
Local workers and suppliers
The project is executed with strong local content participation, with a workforce comprising engineers, architects, technicians, artisans, and service providers drawn largely from Akwa Ibom State and Nigeria. The construction workforce includes skilled and unskilled personnel such as builders, plumbers, electricians, painters, welders, security personnel, food vendors, and facility managers supporting the development and future operation of the resort.
