For families and communities
Once open, the centre should give young people a place in their own area to learn and meet. It is tied to the goal of self-reliance for local youths.

A youth development centre is being built to teach digital skills to young people.

The ARISE Youth-Friendly Centre, also called the Youth Development Centre, is being built inside the Council Secretariat complex at Urue Offong, the headquarters of Urue Offong/Oruko Local Government Area. It is a purpose-built centre for young people in the LGA.
The Akwa Ibom State Government under Governor Umo Eno is delivering the centre. Construction was flagged off on 21 October 2025. The Governor was represented by Barr. Kufre Udosen, Special Adviser, Bureau of Political and Social Re-orientation, assisted by Capt. Iniobong Ekong (Rtd), Commissioner for Trade and Investment. Urue Offong/Oruko was among the first LGAs where work began. Construction is ongoing, and the foundation blockwork is in place.
The centre will have a creative development hub for arts, culture and media, an ICT hub, an e-library, a co-working space, a recreation lounge and a coffee shop. It will run on solar power in a secure setting.
It is meant to help young people learn digital skills, start their own businesses and become self-reliant, in line with the ARISE Agenda.
The centre has not yet been commissioned.

Digital skills can help young people find jobs or earn income on their own. Training close to home also saves them the cost of travelling to other towns to learn.
