About the project

The Tree Crop Revolution Headquarters is based at the complex of the Akwa Ibom Agricultural Development Programme (AKADEP) in Uyo. The complex is being restored to serve as the base of the state's Tree Crop Revolution, a five-year plan to expand oil palm farming across all 31 Local Government Areas.

The work is paid for by the Akwa Ibom State Government under Governor Umo Eno and is being carried out by the state Direct Labour Committee. The AKADEP complex had been abandoned for more than 15 years. In October 2025 the Governor made AKADEP a stand-alone agency under the Office of the Secretary to the State Government and ordered an overhaul of its buildings. On 28 May 2026 the Governor launched the Tree Crop Revolution at the complex.

The complex houses the State Committee on Agriculture and Food Security, led by Professor Okon Ansa, and serves as a nursery and distribution point for palm seedlings. At the launch, distribution began of over 620,000 improved oil palm seedlings supplied by the Nigerian Institute for Oil Palm Research, with 40 seedlings for each smallholder farmer. About 500 households in each LGA were selected for the scheme, with extension workers assigned to farms in all 10 federal constituencies.

The programme is expected to put over 60,000 hectares under oil palm and add over 300,000 tonnes of palm oil when the trees are mature. It is part of the agricultural revolution pillar of the ARISE Agenda.
