About the project
The ARISE Youth-Friendly Centre in Mkpat Enin is one of the first youth hubs being built by the Akwa Ibom State Government. Mkpat Enin is one of 11 pilot Local Government Areas, alongside Etinan, Urue Offong/Oruko, Uruan, Itu, Etim Ekpo, Nsit Atai, Nsit Ubium, Eastern Obolo, Oron and Ikono.
Construction was flagged off on Tuesday 21 October 2025, when work began at the same time in all 11 pilot LGAs. It is a new project of the Governor Pastor Umo Eno administration. The contractor, ITEK Construction Company, pledged to deliver the centre by January 2026, and work is ongoing. The State's 2026 budget provides N10.5 billion for Youth-Friendly Centres in 21 LGAs through the Ministry of Youth Development.
The centre is planned to have a training centre for skills courses, a start-up incubation hub, co-working space, an ICT hub, a creative hub for arts and culture, an e-library, a lounge and a coffee bar.
The hubs are meant to help young people learn skills, start businesses and find work, and to reduce unemployment. They form part of the ARISE Agenda's push for inclusive economic growth.
