About the programme

Ibom Community Watch (ICW) is a community-based security outfit set up by the Akwa Ibom State Government. It was created by a law passed by the State House of Assembly and signed by Governor Pastor Umo Eno. It works under the Ministry of Internal Security and Waterways.

Governor Eno launched the outfit at the Uyo Township Stadium in December 2023, where the first set of 550 officers for Uyo Local Government was presented. The outfit has units in all 31 Local Government Areas. At the launch, the Governor directed that 30 per cent of the next 5,000 recruits should be women.

ICW members are unarmed. They gather information in their communities and pass it to the police and other regular security agencies. The outfit is meant to strengthen community policing, especially in rural areas.

It is expected to help keep communities safe for residents, farmers, traders and investors, as part of the security pillar of the ARISE Agenda.
