About the programme
The Workers and Pensioners Welfare programme covers the payments and support the Akwa Ibom State Government gives to civil servants, retirees, elders and traders under Governor Umo Eno. It includes gratuities, pensions, leave grants, a 13th month salary, a new minimum wage, monthly stipends for elders and support for traders.
The administration inherited a gratuity backlog of N111 billion. Payments have been released in regular tranches to retired state civil servants, retired primary school teachers and retired local government workers. About N35 billion had been paid by October 2024, N80 billion by February 2026 and N97.03 billion by September 2026. In 2026 the Governor also approved N3.91 billion for leave grants, paid in three tranches from September to November.
Civil servants have received a 13th month salary each December since 2023. In October 2024 the state announced a new minimum wage of N80,000, to be paid after a staff verification exercise.
Under the ARISE Initiative for the Elderly, elderly citizens drawn from all 31 LGAs receive N50,000 each month. Over 6,000 elders had benefited by August 2025, and 1,200 more were approved. In March 2024 the Governor launched a N1.5 billion interest-free loan for traders, N500 million for each senatorial district, through Ibom Fadama Microfinance Bank. A N2 billion traders loan was later turned into grants. In January 2024 he gave N100 million to widows of fallen armed forces personnel and N25 million to the Nigerian Legion.
These payments are meant to ease hardship for workers and retirees, put money into local markets and keep the civil service motivated. They form part of the welfare promise of the ARISE Agenda.
