About the programme
Ibom Community Watch is the neighbourhood security outfit of Akwa Ibom State. It was set up by a law passed by the State House of Assembly and signed by Governor Umo Eno. Its members are drawn from all 31 Local Government Areas.
The outfit is paid for by the state government and comes under the Ministry of Internal Security and Waterways. The first batch of over 500 trained officers was presented in 2023, after training with the help of regular security agencies. The Governor set a target of 5,000 officers and directed that 30 per cent of new recruits should be women.
Ibom Community Watch officers do not carry arms. Their main tools are intelligence gathering and passing information to the police and other agencies. They support regular security agencies in protecting communities and waterways, including against sea piracy. In 2026 the state enlisted 2,272 village youth presidents across the 31 LGAs, to be trained and linked into the community security network alongside village heads, clan heads and council chairmen.
The outfit is expected to help prevent kidnapping, armed robbery and other violent crime, and to give the proposed state police a ready base of local intelligence. It supports the peace and security pillar of the ARISE Agenda.
