About the programme

Ambulance services under ARISE Care are the emergency medical arm of the health programme of the Akwa Ibom State Government under Governor Umo Eno. The service runs as the Akwa Ibom State Emergency Medical Service and Ambulance System (AKISEMSAS). It is meant to get sick and injured people to care quickly, wherever they are in the state.

The service was launched on 1 March 2025 and is paid for by the state government. Ambulances have been deployed across the 31 Local Government Areas and placed along major highways and in all 10 federal constituencies. The fleet includes Basic Life Support ambulances, Advanced Life Support ambulances with equipment for critical care, and mobile intensive care units. Calls come in through toll-free emergency lines that are open 24 hours a day.

The service set out with a target of reaching callers within 30 minutes. Response times have since come down to between 7 and 13 minutes. In its first 10 months it responded to about 2,500 emergencies. Most patients were stabilised at the scene, and over 700 were taken to hospital for further treatment.

Some care is free. The first 48 hours of emergency care is free for vulnerable and elderly people, and pregnant women in labour get free transport to hospital. A rural ambulance service covers remote areas.

The service is expected to cut deaths from road crashes, difficult births and sudden illness. It works alongside the AriseCare health insurance scheme as part of the health reforms of the ARISE Agenda.
